HAVE THE NATIONAL GUARD BEEN REMOVED FROM ALL DISASTER PLANS: IS THAT WHY THEY WERE NOT SENT INTO THE DISASTER ZONE ? YES.

MANY AMERICANS ARE ASKING HAVE THE NATIONAL GUARD TROOPS AND EQUIPMENT BEEN REMOVED FROM ALL FEDERAL
DISASTER PLANS ?
IT LOOKS LIKE YES FROM WATCHING WHAT HAS HAPPENED IN THE SOUTH.
AND NOW THERE ARE DOCUMENTS THAT SHOW THEY ARE NO LONGER INCLUDED IN FEDERAL DISASTER PLANS OF ANY KIND.
THE FEDERAL EMERGENCY AUTHORIZATIONS WERE SIGNED SATURDAY AUGUST 26TH,2005, ALL AID SHOULD HAVE BEEN MADE AVAILABLE TO THE GOVERNOR FROM THAT MOMENT ON- INCLUDING GUARDS AND EQUIPMENT FOR EVACUATION.
THE DOCUMENTS BELOW COULD INDEED BE A SMOKING GUN .

THESE FEDERAL AND DEFENSE DOCUMENTS WILL BE LISTED BELOW, GET THEM QUICKLY AS WEBSITES ARE BEING "TIDIED" AS WE SPEAK. WE ALL SHOULD KNOW BEFORE THE NEXT DISASTER HITS IF ANY OF US WOULD HAVE THE GUARD COME. FIRST THE DOCUMENTS ARE LISTED IN PART I TO DOWNLOAD.

THEN IN PART II I HAVE GONE THROUGH EACH DOCUMENT AND HIGHLIGHTED THE IMPORTANT DATA- THIS WILL SAVE YOU TIME WHEN TRYING TO READ HUNDREDS OF PAGES. ( THESE DOCUMENTS ALSO SHOW THE DISASTER BUDGETS HAVE BEEN DECIMATED ON A FEDERAL LEVEL BY HOMELAND SECURITY AND FEMA HAS INDEED BEEN RENDERED USELESS. AND SUPPORT AND CARE OF HUMAN BEINGS IS NOT IN THE PLAN PROCESS AT ALL.THIS IS A CRITICAL SITUATION THAT INDEED HAD A BLURPRINT. THE MONEY AND MANPOWER , AND TROOP POWER THAT COULD HAVE SAVED LIVES AND WAS PREVIOUSLY ATHORIZED ON A FEDERAL LEVEL HAS NOW BEEN REMOVED FROM DISASTER PLANS AND BUDGETS).

PART II: ANALYSIS AND SIGNIFIGANCE OF THE FEDERAL DOCUMENTS ABOVE:
PLEASE NOTE IF INDEED YOU DO CARE TO READ THE DOCUMENTS ABOVE , MY AIM WAS TO FIND PLANS AND BUDGET THAT INCLUDED THE FOLLOWING IN IMMEDIATE EMERGENCY RESPONSE TO CARE FOR SUCH A LARGE COASTAL AREA, AND METROPOLITIAN AREA. IT SHOULD ADDRESS EVACUATION NEEDS OF ALL THE POPULATION INCLDUING MEDICALLY FRAIL AND CHALLENGED. IT SHOULD ALSO ADDRESS ALL LEVELS OF DISASTERS. IT SHOULD ALSO IDENTIFY THE ROLE AND NUMBERS OF AVAILABLE NATIONAL GUARD IN COORDINATION PLANS. THE FEMA AND DHS PLANS AND BUDGETS DO NOT ACKNOWLEDGE MASS CRITICAL DISASTERS- AT ALL ON ANY LEVEL. EMERGENCY MANAGEMENT IS NON-EXISTENT FOR ANY SORT OF CRISIS- ALTHOUGH FLOODS ARE MENTIONED. IT APPEARS THAT THE NATIONAL GUARD ARE NOT AVAILABLE FOR NATIONAL EMERGENCY SO THAT IS WHY THEY WERE NOT CALLED OR COORDINATED IN ANY PART OF THE EVENT? IS THIS WHY THEY COULD NOT BRING IN THE 1000' S THAT WERE NEEDED ? IS THIS WHY NO FOOD OR WATER WAS AIR-DROPPED? IS THIS WHY NO MEDICAL TEAMS WERE BROUGHT IN? IS THIS WHY NO EVACUATION PLANS WERE NOT EVEN OFFERED TO 1000'S OF PEOPLE THAT WERE SICK, ELDERLY, INFIRMED, OR WITHOUT TRANSPORTATION, OR WHO WERE IMPOVERISHED WERE LEFT TO DIE- BECAUSE THAT WAS INDEED WHAT WAS PLANNED. ALSO THE MEDIA AND THE PUBLIC AND THE CONGRESS NEED TO ASK WHEN THE NATIONAL GUARD WAS TAKEN AWAY FROM EMERGENCY MANAGEMENT ? IT NEEDS TO BE ASKED BECAUSE 1000'S HAVE NOW DIED. IT NEEDS TO BE ASKED NOW, AS THE BODIES ARE COUNTED. THE PRESIDENT, DHS AND FEMA LEADERS HAVE REPEATEDLY STATED THAT 'PEOPLE DID NOT HEED THE EVACUATION ORDERS", SO IT WOULD APPEAR THAT WAS A DEATH SENTENCE, AND THAT SINCE THEY DID NOT LEAVE , THE PRESIDENT ALSO DECIDED TO NOT EVEN GIVE FOOD OR WATER TO CHILDREN,BABIES, ELDERLY AND SICK. INHUMANITY WAS INDEED PLANNED, BECAUSE MILLIONS OF PEOPLE ARE SIMPLY NOT ACKNOWLEDGED IN THE PLANS. AND IT KILLED THEM.

[2} Doc: Fiscal Year 2005 Homeland Security Grant Program: Program Guidelines and Applications Kit.
This document reviews Preparedness and basically redesigns FEMA and DHHS, it is unclear as to how they fit into the New Homeland Security Plans. The New plans seem to address Policing Policies, and creating military zones, but do not address any sort of realistic Emergency Response relating to needs of Disaster Effected Populations.This was originally written by Tom Ridge. It does Acknowlege a wide array of Disasters, but does not acknowldege any clear path or role of FEMA or DHHS, or EPA, or even the National Guard.

Through the office of State and Local Government Coordination and Preparedness ( SLGCP) and Office of Domestic Preparedness (ODP). ( I have not heard of these prior and am unsure as to how they relate or coordinate with FEMA )

No where in this document are previous plans acknowledged- FEMA, DHHS, or Guard or other Emergency Services.
It also leaves most States pitifully lacking Financial Resources and Support, ie. Louisiana was and is to get $17,000,000 in Preparedness Funds, For Emergency Management they are to get $2,895,235

[4] Jan 24, 2002 President announces Substantial Increases in Homeland Security. ( yet monies have consistently dropped Please see The National Priorities Project Better Security for Less Money ( see no5). In New Orleans the budget was cut in June 2005- before Hurricane Season by 14 Billion dollars. Yet the Fiscal Year of 2006 the Military Spending would be 444 Billion.
Which is seven times as much as Homeland Secuirty and Protective Measures Combined. ( the Protective Measures Budget and plans I can not find- I think that they may be in FBI or Department of Justice ?for policing Emergency ?)
Please note this amount does not include Iraq or Afganistan.

[6] Doc: Homeland Security Budget in Brief Fiscal Year 2005. This Document is susposed to outline Resources and Budget for Emergencies. There are some very obvious HOLES and missing pieces of Emergency Preparedness and Response Coordination. It barely acknowledges FEMA, DHHS, or EPA or any other pertinent departments.Most of these documents acknowledge Police Response and Capabilities, but NOT Fire, Rescue and Recovery.NO Health Services are acknowledged on ANY plans or Budgets. This includes providing care of ill or weak in Emergency or their Evacuation. I could not find ANY Evacuation Plans or Budget via Dept of Homeland Security. I also could not find ANY National Guard Inter-coordination Plans in any DHS documents. Coast Guard is the ONLY auxilliary Services that could be found.
In Section G pp37-39( FEMA ) is acknowledged for two pages and addresses Emergency Responses and Preparedness- you will see it is vague and inappropriate. Project eMerge is mentioned in this Section- it is Procurement Money- but role is unclear. Yet on pp2-3 DHS states that it is responsible for Coordination of Services. And p4 has vague outline of First Responder Services, it does not acknowlege roles or different types of Emergencies. It would appear it is written like a Business Report, but it is not written by anyone knowledgeable on Emergencies.
I tried to find their plans and budget for Emergency Medical Disaster Plans- ANY plans should address Medical Needs of the Communities in a Disaster. The Homeland Security Plans do not even acknowledge that Health and Human Services of Effected. See p8, it is the ONLY Medical issue I could find addressed. NDMS: National Disaster Medical System is responsible for managing and coordinating Medical Emergencies AND Federally Declared Emergencies( which Louisiana was on aug 26th,2005). For 2005 this Budget was 20 million for planning PERIOD. I never could find Budgets for Actual Disasters in the Dept of Homeland Security. This was merely for "planning" and "exercises" associated with"Medical Surge Capabilities". There was NOTHING in this Budget or on their Website for Mass Medical Evacuation, Use of Guard to assist with the Infirmed. Actually there was NO Budget for Evacuation of Populations, or urban populations. There was no budget for taking care of medical needs of infirmed during a crisis, or info about access to Emergency Stockpile of meds and vaccines- this ALL used to be part of the Coordination with DHHS and FEMA. The Budget does mention transfer of funding to DHHS. But gives no details. It is very concerning to read the DHS budget and realize that BILLIONS went to other programs that have NOTHING to do with a Disaster of ANY KIND on our soil. The Government seems to have spent or budgeted Billions on preparing for the Boogey-Man in the Closet -Mushroom Cloud, but forgot NORMAL Cyclical Events, ie Hurricanes. Hurricanes are NOT even mentioned in this Budget. Floods are ( as INSURED Incident- no health or human Impacts are even mentioned).

On page 10, under DHS Preparedness &Response Capacity: " DHS is called upon to respond in times of Crisis , be they Manmade or an Event of Nature. Proper Effective Reponse requires Advance Preparation. The Budget includes New Resources to Increase DHS ability to prepare for and Respond in times of Crisis.
(1) IAIP Budget increased from 10-35 million for Homeland Security/FEMA. The FEMA budget includes 7million for the developlement and Implementation of National Incident Management System and 8 million for Incident Response Teams.
(p11 is the first and only place that mentions First reponders- and Coast Guard is mentioned , but not NATIONAL GUARD AT ALL.**** Admiral TH Collins for the Coast Guard is mentioned. ( it was and is obvious to all who owned a TV that Coast Gaurd saved 1000's- we are lucky).

FEMA (p37) "FEMA LEADS ALL FEDERAL INCIDENT MANAGEMENT PREPAREDNESS AND RESPONSE PLANNING BY BUILDING COMPREHENSIVE NATIONAL INCIDENT MANAGEMENT SYSTEM THAT INCORPORATES FEDERAL, STATE, LOCAL AND GOVERNMENT AGENCIES AND REGIONAL AUTHORITIES. FEMA IS THE FOREFRONT OF PUBLIC SERVICE IN TIMES OF NEED.DISASTERS AND ACTS OF TERRORISM HAPPEN WITHOUT NOTICE THEREFORE FEMA STANDS READY TO PROVIDE RAPID ASSISTANCE AND RESOURCES IN EMERGENCY SITUATIONS WHEN LOCAL AND STATE RESPONDERS ARE OVERWHELMED OR UNAVAILABLE AT A DIDASTER LOCATION. FEMA LEADS THE RECOVERY EFFORT BY PROVIDING EXPERTISE AND COORDINATING RESOURCES... ( further on it continues to outline FEMA repsonsiblities under DHS)
(p37) " FEMA ENSURES THAT FEDERAL AGENCIES ARE FULLY PREPARED AND THAT A NATIONAL PLAN EXISTS TO COORDINATE THEIR DISASTER RESPONSE INTO A SINGLE COMPREHENSIVE PLAN."
(P39) FLOODS are mentioned but NOT Hurricanes.
(p38,39) Incident Management is mentioned at $7,000/incident. YET BIODEFENSE BUDGET IS $2,528,000.
